Richard W. (Rick) Carlson - Illinois Statecraft

Rick Carlson began his career as a civil servant in Illinois as an intern with the IL Senate Republican staff in 1969, and later served on that staff for several years before working on the Senate Revenue Committee. While on the staff he observed the legislature's efforts to ratify the ERA for several years. In 1977 he was named to lead the Illinois State Lottery,then in 1981 he became Asst. Dir. of the Department of Insurance. In 1989 he became the Executive Director of the Illinois Comprehensive Health Insurance Plan (CHIP) until his retirement in 2002.
