Upon graduating from Western Illinois University, Kirk Dillard worked as a legislative staff intern with the Illinois Senate Republicans, and also enrolled in DePaul University's law program. In 1981 Dillard, during his last year in law school, went to work for Governor Jim Thompson's administration as an assistant legislative liaison. From 1983 to 1987, he worked as Governor Thompson’s Director of Legislative Affairs.
