John Cullerton - Pension Crisis in Illinois

Senator John Cullerton served as the President of the Illinois Senate from 2009 through 2019 during a time when the state's pension problem was rapidly growing, in part due to a pension ramp bill passed in the mid-1990s. Senator Cullerton helped lead efforts to reform the state's pension system, and working with Gov. Quinn created a two tier pension system that covered new state employees. He also led an effort to reform the system for those already covered in tier one. That effort was eventually stymied, and the resulting bill, not one favored by Cullerton, was later declared unconstitutional.
