Robert Todd Lincoln followed his father’s footsteps into the legal profession but also held several political positions—albeit often reluctantly. Among those was as James Garfield’s and Chester A. Arthur’s secretary of war from 1881 to 1885. He likely received this published register of the U. S. Navy and Marines directly from the printer during that time.
